Ephraim City might be able to use money left over from its new $1 million water tank to start building a fourth hydroelectric plant, City Manager Regan Bolli told the Ephraim City Council last week. Bolli explained that
the city has $400,000 left over from the water tank, which was funded by the U.S. Army Corps of Engineers as a stimulus project. The main reason for the surplus was a low construction bid, reflecting the shortage of construction work and extremely competitive bidding environment at the time the project got started. Bolli said he planned to ask the Corps if the city could use the leftover money to at least build the shell for a hydro plant. Sanpete Messenger
